Ability to grant granular rights for user administration

    What type of more granular rights would you expect?  Keep in mind, the space creator/owner also have a set of rights (more in paid offerings).

    It's more a matter of splitting the subscription admin rights, ie. you can add/remove users but not upgrade a subscription from Essential to Plus.
    The customer request was specifically asking for the localization part, basically the ability to grant rights per organisation (or a group) to a specified group of users.

    That part is in place today - not necessarily localized but we have two kinds of admins - a marketplace admin and a team admin. The marketplace admin is responsible for upgrades, user provisioning, while the team admin is responsible for approving apps, managing spaces - here's more information on those roles https://help.workspace.ibm.com/hc/articles/115012358807-Understanding-roles-and-permissions

    yes, but this is not the use case. Use case is: global company, different admin teams in several location, admin in location/organization A can only administer user from location/organization A, and so on
